Hate Bias Crime and Incident Identification and Reporting Training

This course provides law enforcement officers and public safety professionals with the knowledge and skills necessary to accurately identify, classify, and report hate crimes and hate bias incidents in accordance with Maryland and federal statutes. Participants will explore the legal definitions, investigative procedures, and reporting standards that distinguish hate bias crimes from other offenses.

Through case examples and applied learning, attendees will develop the proficiency needed to recognize indicators of bias, properly document incidents, and ensure compliance with state reporting requirements.

Learning Objectives:

  • Define and differentiate between hate crimes and hate bias incidents.

  • Interpret Maryland and federal laws governing hate bias classification.

  • Apply proper documentation and reporting standards.

  • Demonstrate competency in identifying hate bias motivations during investigations.

Assessment:
Participants must achieve a minimum score of 80% on the module assessments to demonstrate proficiency.

Certification and Credit:
Upon successful completion, participants will receive a Certificate of Training valid for three years and earn 90 minutes of in-service training credit toward Maryland’s continuing education requirements.
